I wouldn't consider distributing binaries; if you can't install a few
devel packages and run rpmbuild then you do have a big problem.
It would be interesting to figure out a way to allow tuning of the
generated packages from the .spec file, but right now you basically
have to play with the patch that gets applied to Local/Makefile.
rpmbuild does support --with and --without, and these do get passed in
a useful manner. These could be used to select among a set of config
file patches (or run some scripts, I guess). Unfortunately I'm out of
time right now, and it's pretty much off topic for this list anyway.
If I cook anything interesting up I'll be sure to let the list know.
