Yes. Every new exec of Exim reads the file.
The answer to Sheldon's second question is less clear. What exactly do
you mean by "used unomdified by any interaction with the parent"? If,
for example, the parent was called with -D options, it will pass those
on to the child, and they may modify what is in the config file.
The intent is that, assuming the file on disc is NOT edited, the child
will start off with the same configuration as the parent did, including
any -C and -D modifications, and other settings such as -d, -N, etc.
