If these persons are on KNOWN IP address/networks, (eg you provide them
with connectivity and you can identify which of your customers is using
a particular address at any given time, even after the fact), then add
the IP network blocks that you use to provide them connectivity to
sender_host_accept_relay (the NUMERIC addresses - avoid names)

If these persons are on arbitrary addresses/network (eg, they get their
connectivity from a variety of providers), then you need to setup SMTP
authentication. This is documented in exim's spec file, and in the
FAQs..
