*How* is it relaying? Eg. show us an SMTP session. You didn't mention
which Exim version you're talking about, either.
One thing to try: run a debugging demon:
exim -d5 -bd -oX 2525
Then connect to port 2525 and redo the SMTP session that demonstrates
relaying. Read the output of the debugging demon. Increase to "-d9" if
still confused.
