That's because quote_xxx calls the quoting function for the lookup type
"xxx". There is no fixed table. It should work automatically if you
build Exim with pgsql support.

Hmm. So you clearly have built it with pgsql support. That is odd,
because quote_pgsql works for me:
$ ./exim -be
> ${quote_pgsql:'abc'}
\'abc\'
(Admittedly using 3.35, but that area didn't change.)
