This will be much easier in Exim 4, where you can "siphon off" those
users who don't want RBL before you do (hard) RBL checks.

You can't do that in a system filter.

No. That's why it doesn't work. The system filter is a *per message*
thing. You can run *per address* filters if you want to. I know I've
documented this, but I can't remember offhand if it's in the book, the
manual, or the FAQ.
