You have a very odd FreeBSD system. The stock FreeBSD distribution has
never needed inetd to be HUPped for changes to hosts.allow since the
introduction of TCP Wrappers support into inetd (which I was involved
in).
You only need to HUP inetd for changes to inetd.conf.
