In section 9.2 of the spec it says

$header_<header name>: or $h_<header name>:

[snip]

If there
is more than one header with the same name, they are all concatenated to
form the substitution string, with a newline character between each of
them. However, if the length of this string exceeds 64K, any further
headers of the same name are ignored.

and in the Exim book it says the same thing in the last paragraph in the
section called "Header Insertion" in chapter 17 "String Expansion".
