Why don't you give them the idea of running something like majordomo or
mailman? Tell them management buzzwords like 'automate the list' and 'easier
list management'.
That majordomo / mailman has the added side-effect of actually weeding out
dead addresses is icing on the cake for you :)
That, and you can code those, plus bulk_mailer to serialize (and space out)
yoru deliveries so that a server doesn't keep getting hammered by your
mailouts.
