That bounce message looks like it was generated by Exchange. Also
sirspeedy4093.com's only MX runs Sendmail. So I'm not sure of the
relevance to Exim here.

Looks like that "No transport provider..." error is a sort of catchall
error message for Outlook 2000. See:
