But this _is_ the input point, that's the whole point.
If one system doesn't do the percent hack, and forwards mail on to a second
system that does do it, then you have a two stage relay.
If the input point expands the percent hack, then it avoids this situation.

I agree, which is why a workstation configured with eximconfig has to not be
a relay.
