For standard user administration (add / delete users, modify forwarding and
aliases ...) we used vmailmgr (with courier imap as the LDA) at my previous
workplace. It worked quite well.

There's an outfit called vdi.net which seems to be releasing cpanel (which is
a web admin platform for virtual domains, includes exim 3.20 in the mix)
