Next Idea - did you remember to send a HUP signal to exim after you set
recevier_verify. It wont reread its configuration file until you do that
(you could also stop and restart exim entirely)

Also - is shortcircuit.dyndns.org a local domain on the machine in
question? If not, it cant very well verify users for domains it doesnt
handle..
