[Exim] how to config router

hi,

i use exim v2.04 on sgi irix 6.3

i want to setup our router to ban tcp/udp data package
( to/from our mail server ), but exclude which i want.

i blocked all tcp/udp ports to/from mail server
but open following ports:
mail server to others can use telnet,ftp,smtp,domain port
others to mail server can use telnet,ftp,smtp port

after those configure, my mail server cannot send in and send out.

how to setup router to do this task
