[Exim] disable *all* delivery attempts

Hi all...

I'm trying to find a way to configure exim to allow it to receive incoming
messages in any way whilst disabling *all* delivery attempts completely.

Most of the methods I've tried have caused bounces, or just not worked.

Any suggestions?
