Not necessarily: there's a reason why the DUL is called the Dial Up List
:)

In my experience Cable & DSL connections aren't listed in any sort of
blackhole list unless ORBS becomes involved (since they like to blackhole
entire ISPs) or a certain IP number becomes a "constant spam source"
