Yes I had tried both bf & bF.

Now that was useful. Debug 9. I see what's happening now. The
test mode is taking my login as the rcpt which means ${local_part}
is not equal to "test" and therefore normal delivery will occur. I need
to use something like the -f option which would make the recipient
test@???. However if I simply change test to root and run
exim -d 9 -bF test < testmail i get:
Filter: start of processing
Condition is false: error_message
Condition is true: ${local_part} contains root
Fail text "banned by postmaster"
Filter processing ended:
Filtering ended with the "fail" command.
Filter: end of processing
Which is what I want. So thank you Yann, you have helped.

We are using different manuals, 41 in "Intermittently connected
hosts" and 44 "system-wide message filtering".

I do and continue to read the manual (and indeed have the
forthcoming book on the top of my xmas list). But have a look. See if
you can find somewhere in the MANUAL that says the order matters.
I couldn't find it.
