Why don't you just block all mail that is actually from mindspring? Yes,
you may block some legitimate mail, but at least who you block will be
able to put pressure on their provider to fix their spam problem. (I am
not actually suggesting that, but I do think that it is better than your
proposal.)

When you say "From" you presumably mean the header from. If that is the
case, you can really only do this is a system filter.

One thing that I very strongly suggest you do is take a look at your logs
or produce a filter that will log only things that you wish to block. I
think that you will find that a substantial number of your own staff and
students send mail "forging" their hotmail addresses. Look at your
out-going mail of that form and ask yourself whether you would like other
sites to block those.
