If it is not a "public" mailing list and if people who would use it will
have already done SMTP authentication, then it is not at all unreasonable
to consider doing this within exim.
A alias file director should be set up which points to a file with with
only the list aliases. That director should have a condition on it that
requires a value for $authenticated_sender
I think that something like that should work.
Of course, for many circumstances, a proper mailing list manager is more
appropriate.
