OK, thanks for the advice. If I build a local DNS, I'd still have
problems when the router drops, so I decided that your suggestion to
stop checks for local machines was a better idea.

I have set these options:

MY_RBL_IGNORE = <my_local_range_in_CIDR_format>

...then a:

rbl_hosts = !MY_RBL_IGNORE
rbl_domains = <usual_rbl_stuff>

Using exim -bh I get the correct results.
