I must sheepishly admit that I did read the FAQ and didn't think this
applied to me as I though it was related to server-to-server communications.

Have you read FAQ Q0021? (Especially answer C.)
Have you set log_ip_connections to see if Exim is seeing a connection at
all?
Have you tried monitoring the traffic on the LAN?
