are in the exim group (if you have set one) or if you are an admin

You didn't RTFM and you got burnt. Tough.
exim itself does _not_ have to have mailq as a link to it. If you
started using a 3rd party provided package (particularly one as
complex as an MTA) without reading the documentation, thats your
problem.
mailq's operation is a documented feature, one that I like.
MTA admins who don't read documentation, I don't like.
