If I understand the question correctly, the error message is not necessarily
coming from the sender's ISP.
In my experience, you can receive this message from a recipient SMTP server
that is malfunctioning. In fact, this morning we received four such messages.
I too would like to have a solution such as the one that the writer suggests.
