Hmm. I have just tried to do the same thing, and it all worked. Of
course, I tried it with the latest test release, not 3.15. Things have
changed in the way Exim handles system filter files, but looking at the
3.15 has not convinced me that there was previously a bug, though of
course there may have been.

But wait! You said you set errors_to address to you. Is "you" by any
chance "djc"? In that case, you won't get a message. The reason is that
your test message is addressed to "djc". Exim is freezing a message that
is addressed to "djc". It is very paranoid about possible loops; one of
its paranoid actions is not to send the freeze_tell_mailmaster message
if the mailmaster address is one of those that is in the original
message.
