I sort of had a similar problem which I ignored. I used to manage a
system that allowed both .forward and forward.txt in users' directories.
While I had forward.txt first, I realized at one point that if a user had
both a forward.txt file and a .forward file that both would get processed.

I wondered whether there was a quick fix and decided that I didn't see
one, so took the view that if a user had both then they deserved what they
get.

You could put in one of the director a condition that checks for the
non-existence one a file, or you could use the next_director option to
say that if the first one is used, to jump to some other one. Note, I
haven't actually done either of these and my comments are speculative.

That is a procmail question. I try to avoid procmail if I can. Check the
procmail documentation, and there are plenty of FAQs and examples for
procmail around.
