Hrm.. I can envision a third case:
Exim (or the hosts resolver library) cannot contact any DNS server to
even attempt to find out if a domain (even .) exists.
Would this fall into 1) or 2) above? I expect it depends on what the
resolver library returns in this case.. ;)
