If you set things to only queue remote deliveries (I think that the main
part option is queue_remote_domains = *) then it will not try to resolve
those domains. But it won't send the mail on either.

Umm. There is NO WAY that it (or anything) can send the mail without
resolving to find out where to send it.

I believe that that is about accepting incoming mail with envelope froms
giving unresolvable domains (typically forged addresses in spam). Exim
has features for rejecting or accepting mail which claims to be FROM
unresolvable domains. But I don't think that that is what you are after.
