This discussion is way off-topic for exim-users, so can it be taken
elsewhere.
Discussions of hardware tradeoffs for large scale mail systems have
taken place here and on many other lists (mailman-developers for one),
however nit picking discussions of particular vendor implementations of
functionality are not suited to this list and likely to be very
transitory in nature (the CPU you are arguing for is out of production
and the mainboard you suggested is for a no longer supported CPU
package format).
And now back to the knotty mail problems instead....
