I have just placed the 3.16 release on the primary ftp site:

This is mainly a bug fix and tidying release. One fairly serious bug
that was introduced in 3.15 is fixed; 3.15 users who use system filters
to freeze messages for manual thawing should upgrade in order to get
this fix.
However, a few minor upgrades have crept in. As always, see
doc/ChangeLog for full list of changes and doc/NewStuff for the list of
new things.
