Exim does not have a queue, so your question does not make much sense.
I think you maybe refering to mailq, in which case the message ID is
given. You can use it thatever you spool dir structure.

I think you are being confused about the difference between a spool and
a queue.
Exim queue runners pick any messages in the spool and try to deliver it.
When it has gone through all the messages in the spool, it stops and
dies.
