It sould probably be the default on the systems which revert to
wall clock time if TZ is unset. Another approach: "none" if TZ
is unset on compile time. Otherwise, the default for TZ should
be the value of the TZ environment variable on compile time.
Unless the TZ variable in Makefile is set to something different
(but then, make(1) substitutes the correct one for ${TZ}).
