Exim will be running as "exim" at that point, if you have configured an
Exim user.

I will try to make the wording clearer. What it means it that Exim is
running as root when it reads the start-up file and when it initializes
the interpreter. (So the start-up file could be root-only-readable, for
example.) However, it doesn't run as a separate process, so when you
call it later, it is run as whatever uid you have at that time.
