No idea. why not look at the logs and see what the entries tell you -
exim does not freeze messages without logging something.

If they are frozen there is an error condition. You need to fix that.
And look at the logs to find what happened to the messages.

Its not possible for anyone on the list to give you reasonable answers
unless you actually find whats wrong or give sufficient information to
diagnose problems.
