[Exim] Slow localhost response

Subject: [Exim] Slow localhost response
Not really a problem this, but I'm curious as to what is going on. Running
exim 3.12 on a redhat 6.1 linux box if I:

   telnet 141.163.17.61 25                 (the linux box)
or telnet jhorne.csd.plymouth.ac.uk 25


then I get an immediate response from exim (the 220 ...ESMTP Exim 3.12 #1)

If I:

telnet localhost 25
or telnet 127.0.0.1 25
or telnet 0 25

then I get a slow response. I get the telnet connection straight away but
then it waits a while until the 220 line shows. Timing this shows it is
about 75 seconds.

I disabled ident (rfc1413) lookups for 141.163/16 and 'localhost' and am
running a caching DNS which has localhost defined (as does the /etc/hosts
file). So now I am stumped as to why I get the slow response. If I use the
FTP port (21) then I get an immediate response no matter which address/name
I use (as expected).

Anyone any ideas? Nothing shows in the exim logs or any of system logs, and
'telnet -d' shows nothing extra. I get a similar result on our Sun/solaris 7
systems.
