[Exim] behaviour of exim -bv with and without -d

Is this sane?

bash# exim -d 1 -f 'spammer@???' -bv london
Exim version 3.11 debug level 1 uid=0 gid=0
probably Berkeley DB version 1.8x (native mode)
london@??? failed to verify:
mailman_restricterrors director forced verify failure

bash# exim -f 'spammer@???' -bv london
london@??? verified

surely the second command should be saying "failed to verify"?
(mailman_restricterrors is a directory with "fail_verify" set).
