It's not only cityweb.com, that was just the last frozen mail I looked at.
The first time I saw such MX entries was a couple months ago. Since then,
they got quite popular for reasons I fail to imagine.

I would prefer to bounce mails right away when the recipient is verified.
It's a matter of beauty. I can remove the frozen messages for such
domains automatically or do something else, but refusing the message
seems much better. Besides, some programs need the loopback interface.
