Who says? Where is this standard?
*Some* operating systems have conventions as to how this field is used.
Others do not. I imagine some sysadmins have ideas too. I wouldn't be
surprised to see some values like "Hazel, Philip".
For this reason, Exim allows you to configure how it does this. See
gecos_pattern.
