Using Exim 3.10, the answer is "yes". Set up a smartuser director like
this:

delay:
driver = smartuser
domains = the.domain
local_parts = thelocalpart
condition = ${if < ${$message_age}{86400}{yes}{no}}
new_address = :defer: message not old enough

Of course, this will also have the effect of setting a retry time for
the address.
