Yes, but this is the mailing list for Exim (as you point out, the SMTP
part) and not any version of a POP3 daemon! Although many people here
may have massive experience of distributed POP systems this list is for
dealing with Exim. If you want help with POP, find a POP list.
A good place to start might be:

which gives instructions on how to subscribe to the Qualcomm QPopper
list. There are lots more.
