So I might be better of with ditching the pipe altogether, have mail
sorted into mailboxes by the exim filter and then (later, when the
machine is offline) initiate the mail2news run via formail.

How can I prevent exim from writing into the mailbox while formail is
running? Am I probably best off when I rename the mailbox before
starting formail? How can I make sure that exim has already learned to
write into the new file?

Yes, but -R won't rule out pipes from being processed during a normal
queue run.

IMO, it would only be beneficial if there were more granularity to
control queue runs.

I think this would be a generally good idea since there are a number
of transports that are not time-critical but can consume significant
amounts of CPU time (such as UUCP batching or BSMTP).
