[Exim] List changeover

All the bits of the changeover save updating the web pages have now
been done. I have fixed the minor bugs - exim-announce wasn't gating
to exim-users.

The list info can be seen at
    http://www.exim.org/mailman/listinfo

The archives are linked off the list pages as well - not searchable as
yet. The announce archive has not been preserved - however announce
messages will be in the users archive.
