[Exim-announce] List changeover

I have now switched the lists over to the new mailing list manager,
which is GNU mailman.

Apologies to those on the announce list who I subscribed to the users
list and then moved to the right place. Windows gives you wonderful
opportunities to make that sort of foul up.
