My gut feeling is that the defer behaviour is correct, the better approach
would be to have a script that runs from cron and looks for suspicious
.forward files and reports any to you.

Better still would be to have a "front end" for creating .forward files
for users.

I don't have such scripts, but if anyone does, please share!
