recipients_max will do what you want... however that tells people what
your policy is and lets them work round it. Far better to test the
number of recipients in a system filter and freeze suspicious messages
for later dealing (you can also use the originating address to check on
things).
Those that try and abuse the system are then taught the error of their
ways with a large and heavy baseball bat.
