[EXIM] Anti-SPAM Relay Question

Using Exim as a mail relay, I want to limit the number of addresses (that is
RCPTs) which can be specified in a single connection in an attempt to stop
local users from distributing SPAM. I can see how to configure Exim to limit
its use of RCPTs but not how to make it do what I want.

Is what I want to do feasible?
