For me the result looks right...
Though I don't see him using the virtual director for looking up
the domain specific alias file

worf:/etc/exim # sendmail -d9 -bv alias@???
Exim version 1.73 debug level set to 9
probably Berkeley DB version 1.8x (native mode)
"alias@???" rewritten as "account@???"
Address rewritten as: account@???
address account@???
local_part=account domain=virtual.de local=1
directing account@???
calling system_aliases director
system_aliases director: file = /etc/aliases search type = 48
file=/etc/aliases query=account
search_open (0) /etc/aliases
search_find: file="/etc/aliases" type=0 key="account" partial=-1
internal_search_find: file="/etc/aliases" type=0 key="account"
file lookup required for account in /etc/aliases
system_aliases director failed for account:
userforward director skipped: verify 2 0 0
calling localuser director
localuser director succeeded for account
transport: local_delivery
account@???
local delivery to account in domain virtual.de
director = localuser, transport = local_delivery
search_tidyup called

worf:/etc/exim # sendmail -d9 -bv alias@???

address alias@???
