[EXIM] help needed with new version of Exim

I just installed Exim 2.11 and when I restarted Exim, I got errors like
the one below:

1999-01-27 19:43:10 105anI-0001zZ-00 failed to open
/local/mail/vdomains/localdomains.db as a ndbm file: No such file or
directory

what is wrong?
