Basically no. The RBL and clones were designed to be used on the incoming
host. Your best bet is to get your upstream to use RBL - either for
actual filtering, or possibly better to get them to add an RBL header
which you can then select on in a filter or similar.

The other possibility is to attempt to read the Received: headers and
match the hosts in there against the RBL. This could not be done within
exim itself, but could be handled by an external program of some sort.
