smtp_accept_queue_per_connection

This is a bug, causing Exim to give the wrong error message. It should
be the same as the message above. (Fixed in the current testing release.)

That is the intended effect. The idea is to limit the number of
processes in the situation when your machine comes back online after
being down and the whole world starts throwing mail at it.
