[EXIM] Mail spool

I would like to know what is the easiest way of limiting mail delivery
during peak times of the day? Is there a program that I can set and say if
X users are online limit mail delivery until X time or diliver only mail X
size, so mail is not taking bandwidth away from other customer's?
